From urban intelligence to the mobility of the future: Ubiwhere attends the 27th Congress ANMP 2025 in Viana do Castelo

Ubiwhere is preparing to showcase its digital solutions for cities and territories at the 27th Congress of the National Association of Portuguese Municipalities (ANMP), which will take place on the 13th and 14th of December at the Cultural Centre of Viana do Castelo. This edition of the congress will be particularly relevant, as it coincides with the election of the association’s new governing bodies, a moment of renewal and definition of priorities for Portuguese municipalities.

The 27th Congress of the National Association of Portuguese Municipalities (ANMP) will bring together mayors and local decision-makers from across the country to discuss key issues for the future of cities, including the closure of the Recovery and Resilience Plan (PRR), the process of decentralising powers from the central government to local authorities, and the revision of the Local Finance Law. These topics reflect the current challenges facing municipal administration and the need for modernisation and efficiency in public management.

In this context, and for another consecutive year, Ubiwhere returns to this event to present its innovative digital solutions. One of them is the Urban Platform, a technological tool that enables cities to improve service management and data-driven decision-making. Urban Platform, the standardised urban management platform compatible with data models (Smart Data Models) that offers an integrated and detailed view of the territory, aligned with national and international best practices, will be one of the main attractions of our participation. This digital solution ensures interoperability and data quality, and is compatible with NGSI-LD and NGSI, as well as OASC’s Minimal Interoperability Mechanisms (MiMs). It enables the analysis of historical data and, with the support of Artificial Intelligence, allows trends to be predicted and strategic planning to be supported.

In addition to the Urban Platform, Ubiwhere will present products focused on waste management and a digital solution focused on monitoring tourist flows, with a demonstration of the practical case of SIMIFTA - Intelligent System for Monitoring Tourist Flows. The event will also be an important moment for disseminating research projects in the area of smart mobility, such as Route 25 - Agenda for Autonomous, Intelligent, Interoperable and Inclusive Mobility. This project aims to position the Portuguese automotive industry at the forefront of future mobility. Funded by the Recovery and Resilience Plan (PRR), Route 25 aims to promote safe autonomous driving and the development of sustainable transport technologies, in line with the European CCAM (Cooperative, Connected and Automated Mobility) Strategy. Ubiwhere, as a member of the consortium, will promote this project by demonstrating pilot products developed within its scope: the CCAM Operations Centre, the Multi-modal Data-Aware Sensing Platform, Smart Parking, and Edge Offloading.

Ubiwhere’s participation in the 27th Congress of the National Association of Portuguese Municipalities (ANMP) reflects its commitment to supporting the digital transformation of Portuguese local authorities, helping municipalities integrate technology and innovation into municipal management and service delivery to the population. In addition, attending the event allows our team to meet and exchange experiences with local decision-makers, discuss the real challenges facing the sector and explore new opportunities for collaboration between technology and public administration.

The 27th ANMP Congress will be a privileged space for interaction between technology and municipal management, consolidating the importance of digitalisation in building smart, sustainable cities better attuned to citizens’ needs.
