From Data-Centred to Data-Driven: Ubiwhere launched a strategic Position Paper at Gaia-X Summit 2025
On the 20th and 21st of November, the Alfândega Congress Centre in Porto hosted the 6th edition of the Gaia-X Summit, one of the main European meetings dedicated to the evolution of trusted digital ecosystems. Under the motto ‘Digital Ecosystems in Action’, the event brought together policymakers, technology companies, researchers, and representatives from various sectors to discuss the future of data infrastructure in Europe. Among the protagonists, Ubiwhere stood out, reinforcing its position as a key player in the national and European data ecosystem.
After Helsinki hosted the 2024 edition, Porto became the centre of the European discussion on trustworthy AI, interoperability, data governance and sectoral data spaces. Organised by TICE.PT, as leader of Gaia-X Hub Portugal, in partnership with Porto Digital and Gaia-X, the Gaia-X Summit 2025 featured a high-level opening, marked by speeches by Bernardo Correia, Secretary of State for Digitalisation, Catherine Jestin, Chairwoman of Gaia-X and Airbus executive, Ulrich Ahle, CEO of Gaia-X, and Vasco Lagarto, Director of TICE.PT. Over two days, the programme included demonstrations of use cases across health, mobility, energy, and public administration, as well as debates on AI ethics and regulation.
Ubiwhere’s participation in the Gaia-X Summit 2025 was an opportunity to consolidate its role as a leading player in data-based connectivity solutions and advanced research in Beyond 5G and 6G, as well as in artificial intelligence applied to public services and smart cities. During the event, Ana Pereira, Head of R&I, represented Ubiwhere and presented our research and development projects: Teadal, NebulOuS, 6G-TWIN, 6G-Cloud, Route 25, ATT, and MLSysOps. These projects demonstrate Ubiwhere’s ongoing commitment to building secure, resilient and interoperable digital infrastructures, in line with Europe’s strategic objectives for the next decade.
During the Gaia-X Summit 2025, Ubiwhere, as leader of the Gaia-X Hub Portugal Smart Communities Working Group, reinforced its contribution to defining a robust, interoperable European data architecture geared towards the public interest by promoting the Position Paper “From Data-Centred to Data-Driven: Gaia-X and the Architecture of Smart Public Administration – Position paper for the domains of geoinformation, the public sector, and smart cities and regions of Gaia-X Hub Portugal", a document developed in collaboration with the CCG/ZGDV Institute, IoTech and IPT, members of the Working Group. This scientific work proposes an integrated vision for transitioning from a data management-centred approach to a data-driven model that can accelerate the digitisation of public administration, cities, and regions. In addition, this document highlights the role of data spaces as a basis for more efficient, transparent and interoperable public services.
